   Dick. sorry for the lack of explanation on previous comment. Was trying to get it posted before my time at the public library terminal ran out. What the story is about is why President Kir of newly independent state of South Sudan wears the black Texas hat given to him by Bush Jr. President Kir believes Texans are a good role model for his people to follow.
