There have been exceptions. When he retired for health reasons Sam Rayburn, who had been a powerful congressman from Texas, was understood to have little more than a small pension and the small house he owned in North Texas. Somewhere along the line the crookedness became the norm, such that it’s now hard to imagine someone like Mr. Sam anymore.
