It is, as law professor and Instapundit Glenn Reynolds says, clearly unconstitutional. This regulating of elections, specifically who can donate money to whom and how much. Especially by a partisan agency run by partisans.

Well, the clue to this is what you have written: “his federal Democrat bureaucrats”. The point I want to make is – when the boss changes, the federal bureaucrats will do the new boss’ will, so the only thing to do is to focus on 2016.
Yes, that is the common thought. But it’s a myth. The bureaucrats are Democrats, almost all of them. They do a Democrat pols’ bidding, not a Republican’s. Nixon, for instance, was never able to get the IRS to punish his enemies, though he tried. The State Department ignored Bush Jr.’s policies for the Middle East and did what they always do. The agency’s anti-Semites thrived then, too, and likely will forever..

Seriously, the evidence is before your eyes: Nixon’s mere attempt to use the IRS to punish his enemies was one of the great sins of Watergate. Told and retold by the scolds on every anniversary of his resignation in the early years.
Obama has had no such trouble. The Democrat IRS hopped right to it, with or without his explicit command. We’ll probably never know which it was. And yet, the snooze media also being mostly Democrat, there has been very little outcry. The scolds are either long deceased or have all developed narcolepsy.
