The group was devoid of clear leadership, basic communications and sufficient urgency to take down the gunman, the [new Legislative] report says.”

I guess you can’t fire them all, but reprimands should be forthcoming on those who aren’t canned. They’ve given new meaning to the saying that when seconds count, the cops are minutes away. Seventy-three minutes to be exact.
